Newspaper Articles Drugs

What do “chinos” refer to in Spanish drug slang?
I find several references to “fumando chinos” in music (Fito Páez’s “Un vestido y un amor” and Manu Chao’s “Chinita”) plus in several Spanish language newspaper articles about people being held on drug charges. I can only assume that it is a reference used in Spain since Manu Chao is originally from there and the Páez song was sung about meeting his ex-wife in Madrid where he spent a lot of time in the early ‘90s.
It can mean many things: Asian men, a certain place near LA, jail, dude, etc.
